Fire Alarm Requirements for a New In-Plant Office

I have an unlimited area F-1 industrial facility (~200,000 SF footprint) that is over 40 years old where they will be constructing a 1500 SF office to be used for tool inventory and tracking (B function). The office will be located inside on an upper, existing floor. The facility is not sprinklered throughout and has only equipment specific limited area, automatic sprinklers. There is a plant-wide public address system that is used for general paging and emergency/safety announcements, but no "modern" detection/horns/strobes.

Would the office need to be equipped with an up-to-date horn/strobe/detection system when there is no main system to hook in to? Other, similar type projects have been done in the past and the plant contact person said they have never had to add anything other than an extension to their current PA system.
