Fire Alarm Requirements for Day Care inside Church

Hello,

I am doing an upfit for a church that wants to expand. They are currently in 3000 sqft and are expanding into the unit next door and adding an additional 2400 sqft. Most of this will be a foyer and then also a children's church in the back and nursery. There is fixed seating, so the total occupant load is around 240 people and does not trigger any sprinkler or fire alarm requirements. The pastor decided he wants to start doing a licensed day care in the back two rooms where his nursery/children's church are. One room is 32'x20' and the other is 11'x20' with a 2-stall bathroom in between them. I know licensed day care facilities require a fire alarm system, however, the church technically does not.

Can a fire alarm system just be added to the rooms used for the day care facility or does the entire church require a fire alarm system? Day cares do require 2 exits from the room and one will exit directly to the outside and the other will exit into the church.
 
If the applicable code is the 2024 North Carolina Existing Building Code, 1011.2.2 requires the system to be provided "throughout the area where the change of occupancy occurs" if a fire alarm system is required by Chapter 9 of the Building Code.
