Fire escape

I have a question that I am looking for guidance on. There is an existing three story apartment building that is non sprinklered. The building is probably from the 1930's. The apartment building had an emergency fire escape out the back which was stairs leading to the main level from the second level. The building behind the apartments was tore down and a new building constructed. During the construction the steps from the apartment building were removed and they are unable to replace them do to the proximity of the new building. They are looking for alternative solutions to the stairs. My question is what would your recommendations be since there is limited space to replace the stairs that were existing?
 
Need more information. Distance between buildings? How long is the available space? Floor to floor height?

The big question in my mind is why the new building was allowed to be constructed such that it compromised the exiting arrangement of an existing building.
