The committee approved this change, as well as the removal of the original construction sections, based on testimony that low-frequency smoke alarms are increasingly available commercially. This means that an existing smoke alarm wouldn't need to be replaced with the same type if a better or newer technology is available. The committee emphasized that the intent is not to replace working existing smoke alarms, but rather to replace them when they fail, which is one of the four conditions addressed in the approved replacement section. The committee also stated that the entire proposal clarifies the code and will simplify its implementation. The vote was 13-0 in favor.
