fire separation between garage and living space?

I am in Palm Desert, CA and have a small addition (127 s.f.) to a master bedroom of a condominium in a country club here in palm desert. The HOA has approved the project.The addition itself is off the master bedroom and is between my clients garage and her attached neighbors garage. My question is:I can't prescribe work inside the neighbors garage so lets assume it is unfinished on the inside of the neighbors garage.In order to achieve the proper fire separation I have left the 7/8" thk. exterior cement plaster over paper backed metal lath on the exterior of the neighbors garage up to the double rim joists 2 x 14 tapered to 2 x 10 at the new window header (see plan & sections below)Then I have shown a new 2 x 4 studs @ 16" o.c. wall with 5/8" APA rated CDX ply wd. sht'g on the neighbors garage side tilted up so that the ply wd is directly against the exterior cement plaster.If I block all panel edges and provide R-13 fiberglass batt insulation and finish the new bedroom addition side with 1/2" gyp bd. I'm thinking even with the electrical outlets I will have the proper fire separation of 1 hour.Is the stucco and apa rated 1/2" cdw ply wd. enough? or do I need an air space between them??? Do I have this correct?
