Fire Smoke Dampers in Lieu of Shaft Enclosure

General question regarding alternatives to shaft enclosures with regards to duct openings through horizontal assemblies. The answer to this question is likely that it is not allowed by the IBC except in the few exceptions for two- and three-story buildings.

That said, I'm curious if anyone could share the rationale for why a combination fire smoke damper at each floor penetration would not provide the same level of protection that a shaft enclosure with a damper at each shaft penetration would?
