Fire Sprinkler or Not Required when lifting a house

Here on long island we got crushed by superstorm sandy. Most existing homes that are damaged were below the flood plane set forth by FEMA.

I hace an existing house that is two stories and is to be raised to meet the fema standards and free board requirements because it exceeds the requirements set forth of substantial damage

The lowest level is to be used for incidential storage, and a garage as permitted below the flood plain as per fema and code R324.1.4

The question now, is this dwelling required to have fire sprinklers?

Is this lowest level considered a story and now we have a 3 story dwelling that would require fire sprinklers

R313.2 An automatic residential fire sprinkler system shall not be required for additions or alterations to existing buildings that are not already provided with an automatic residential sprinkler system.
 
There is currently no requirement to provide a sprinkler in NY signle family homes. You should check to see if there is a local law that applies.
