Technically, it's a river, but (a) we get so little rainfall, that most of the time it's extremely shallow and slow-moving, if at all; (b) decades ago, most of the river was paved into a flood control channel. The channel was designed to accomodate vehicle traffic for civil defense purposes - -you can see it in a lot in various movies and TV shows like "The Italian Job", "24", etc. The part you saw in the video is a segment just south of Glendale, where the river bottom is earth, not concrete.

Trivia anecdote: supposedly, in the debriefing of Japanese military strategists after WW2, they discovered an attack scenario by Imperial Navy to send submarines up the river. They apparently had not scouted yet to find the actual depth!

Because most of the river is paved over, it can quickly turn into a "flash flood" type situation during a regular rainfall. Otherwise, it's typically only about a foot deep or so.

There are some groups advocating to the return of the LA river to its natural state.
