Fixtures in clothes closets

Please correct me if I am wrong about 410.16 (NEC 2011)

A fluorescent or LED fixture must be listed/labeled (identified) for use in a clothes closet but an enclosed incandescent does not? Need some clarification please.
 
A fluorescent doesn't need to be closet listed, why that wording was included in 410.16(A)(3) seems to be in conflict with (A)(2).
 
I agree with Mike and Chris. If the fixture is in the storage space-- note that the entire closet is not considered the storage space- then it needs to be listed for use in that area.
