Florida Guard Question

I am preparing shop drawings for a project in Florida, for a client and I was reading through the 2017 FL code online and I thought they had something about the lower opening on a upper landing, deck or porch being less than 2" but I can't seem to find it, the project is in the Jacksonville area, is it specific to local amendments or in a different section, not under 1015?

Anybody point me in the right direction?
