Fly Fans at Restaurants

I know fly fans are required at kitchen doors and food service windows. Are they required by code at the main door of a reszstaurant where the food is only consumed and not preapred?
 
IN CA:
The California Health and Safety Code (CHSC) has mandated air curtains on foodservice establishment back doors, including restaurants, hotels and other establishments that prepare and serve food.

IN FL:
STATE OF FLORIDA DEPARTMENT OF HEALTH CHAPTER 64E-11, FLORIDA ADMINISTRATIVE CODE FOOD HYGIENE
“Air Curtain” – A mechanical device which produces a controlled plane of moving air at a minimum velocity of 500 feet per minute across the opening protected and directed so as to prevent the entrance of flying insects and other airborne contaminants.
All openings to the outside air, including windows, doors, skylights, transoms, intake and exhaust ducts shall be effectively protected against the entrance of flies and other flying insects by self-closing doors which open outward, closed windows, screening, controlled air currents or other effective means. Screening material shall not be less than 16 mesh to the inch or equivalent and screens for windows, doors, skylights, transoms and other openings to the outside air shall be tight fitting and free of breaks. So in the state of Florida an air curtain is one option but not mandatory.
