For a Type VB, do perpendicular exterior walls need to be rated if they are within the FSD?

The short answer is no. Exterior walls are fire rated based on fire separation distance measured perpendicular to the wall. Thus, walls at 90 degrees or more to a lot line would never reach the lot line.
