they forgot to "drive" the rods.....LOL..To be completely transparent, I missed it the first time too...Looking too hard..

Be honest with you, I haven't seen very many conduit expansion sleeves installed on a temp set-up, you might be the only one doin that?
The weatherproof covers get tore off in about the second month of construction.
