Forward Approach, Pull Side, No Lack but Yes Closer

I thought there was a reduction for this but it appears as though a forward approach on the pull size requires 18" on the side that is opposite of the hinge. Even with an electric opener, you still require the same 18" unless the door opens with power loss. Is this correct?
 
You didn't state the applicable local code, but in lieu of that:
First figure out if your electric opener qualifies as a "power assist door" or as an "automatic door".

ADAS 404.3.2 requires power-assisted doors/gates to have door clearances per ADAS 404.2.4 for doors.

ADAS 404.3.2 requires automatic doors/gates to have door clearances per ADAS 404.2.4 when serving as accessible means of egress. Is your automatic door an AMOE door?
If "no", then no clearances are required.
If "yes", then there are still 2 exceptions to avoid door clearances:
1. If your automatic door is equipped with standby power. -OR-​
2. If your automatic door defaults in the "open" position.​

It is the push side 12" that is required only if there is a latch and closer. Also pull side may be 24" for an exterior door depending upon code.
 
Please also note that door clearances are only required in the direction of travel.
Example: an exit-only door, swinging out away from the building with no handle on the exterior side of the door. In that scenario, there is no exterior pull-side door clearance required, because travel through the doorway is only from the push side / inside.

ADASAD Table 404.2.4.1 requires the 18" latch-side maneuvering clearance for all swinging doors. I expect that ANSI A117.1 would be the same.

As far as I know the only exception would be for a door operator with battery backup in a remodeling project where it isn't practicable to reconfigure the walls around the door to provide the 18" maneuvering clearance.
