Free standing mezzanine - Review under IBC? OSHA?

Multi-tenant existing building.

A tenant wants to create a 280 sf mezzanine by using pallet racking as the bottom structural elements. The building owners do not want the mezzanine attached to the building in any way. The mezzanine will house an office, light assembly, and/or storage, whichever they feel like using the space for at the moment.

If the mezzanine is not fastened to the building, I assume I still review this under the current IBC, correct? If not, I assume it would fall under OSHA's requirements at a minimum?

Just like modular office partitions that are not "fastened" to the building....Permit and IBC compliance required...And don't forget lateral forces...
 
IBC.

The structure will still need to be designed to resist seismic forces (i.e. lateral design required) per IBC Ch. 16.

I assumed IBC has jurisdiction because it is inside the building and I figured there is probably some requirement to make sure it does not fall over. I will ask someone else about the lateral forces as this is outside my scope of work.
 
I would ask about the intended live and dead load, whether there will be a celling and if the building is sprinkled also.
