Garage buck attachment

I have an approved garage buck, bolt attachment detail on the plan, that the inspector is not accepting because he said it doesn't match the requirements of the product approval. Also, an additional letter of clarification from the engineer, confirming his design. Product approval on garage door buck attachment, also has a note, " A licensed design professional may also approve alternate fasteners".
Any input?
 
If the product approval says "A licensed design professional may also approve alternate fasteners" and a licensed design professional has approved alternate fasteners, then the installation meets the requirements for product approval.

The alternative method should have been submitted as a revision if it is a change to the NOA. It is not likely the inspector will accept it since it did not go through plan review. If you submitted the NOA without the engineer's design and it was not approved, the inspector is correct. Submit this change as a revision to the original permit for approval, it will hopefully get approved and stamped, and then the inspector will have to approve it. Making changes to an NOA on the fly without an approved revision is not a good practice.
