Garage conversion ADU

I am considering converting my garage into an ADU in Southern California. The furnace is currently located in the garage. Would it be possible to enclose the furnace to avoid relocating it, and also incorporate part of the living space behind the garage to be used as a bedroom?

Fire protection, getting a firetruck to the scene due to street parking
Landlords telling ADU occupants where they can park and not park.
Mail delivery and address confusion
Fence issues
Sheds being turned into ADU's on the same lot as the Garage ADU not meeting room size and light requirements
Utility issues like sewer, water and electric, (sewer capacity is typically designed for the intended use, residential subdivision, could cause a treatment plant to be at over capacity and require expansion).
Are they required to have solar, per CA mandate?
Insurance, can they be insured?
Rentals, is this allowed?

Regarding the cars, the goal of the last three Governors and before (Brown), want the public to use public transportation.
 
ADU's have been discussed here and it's usually by some out of town owner wanting to maximize his investment or a local with additional properties when we say they will have to on-site parking they see dollar signs and then we have the zoning minimum square footage that will need to be changed to allow the ADU's.

There's definitely some pros and cons to the ADU's
