Garden suites and distance to street and hydrant (Ontario)

Wondering if anyone has a code reference for this. All the municipal guides for garden suites state it can not be more than 45m from a street and total travel distance of 90m to a hydrant. They all state this is a code requirement and not a by-law. However the only code provisions I can find for this is under part 3 for large buildings. Why would this apply to part 9 buildings? Anyone able to shine some light on this? To me, the provisions of 3.2.5 should not apply to a garden suite which should fall under part 9. Maybe I am missing something? Many houses in rural Ontario are a lot further than 45m from a road and 90m from a hydrant.

Canadian Codes are a little vague for dwelling units.
The only real language is
"Access for fire department equipment shall be provided to each building by
means of a street, private roadway or yard. (See Notes A-9.10.20.3.(1) and A-3.2.5.6.(1).)"

Generally, our office assumes that if you can pour a frostwall during the build, you've got space for a fire truck.
