Gas Handle Orientation

Do the reference standards require shut-off valve handles be oriented in-line when “on” and “off” when in the perpendicular position?

I thought the handle is made to fit only this way.

They have to be listed and I've never seen a listed valve that didn't have the handle oriented to be in-line whan the gas is on and perpendicular when off. If you've seen one that goes the other way it probably isn't listed or its been modified.
 
or just installed incorrectly (if that's possible); if an electrician can wire a smoke damper so it opens when the fire alarm goes off, anything is possible.
