GEC CEE for Evaluation

How about some opinions on this method?

I thought this would be a great follow up thread to the other CEE debate.

All responses are from the 2008 NEC:

(1) Those do not appear to be compliant type connectors,

(2) Did they mix the solid wire conductor with a multi-stranded type?,

(3) Those steel reinforcement bars do not appear to b 1/2" in

diameter - refer to Article 250.52(3),

(4) Is that a #4 sized AWG conductor, Article 250.52(3)

(5) Shouldn't the conductor be bare, Article 250.52(3)?

(6) That soil doesn't look to be very compacted either!

What I see in the field is a #4 rebar tied to the footing rebar and up through the stemwall and out the top.

The CEE pictured gets my approval. Got a picture of the GEC coming up under the service Jeff? Did the installer sleeve it? And why waste a DB clamp, one would work?
 
We just did one where the concrete contractor apparently "lost" the CEE, because I found an insulated #4 to a ground rod and not the bare #4 that was attached to the footing steel... they are looking for it (and need to land it) before they get power.
