This is from Ontario building code division B part 9:

Section 9.15. Footings and Foundations
9.15.1. Application
9.15.1.1. General (See Appendix A and A-9.4.4.6.)

(3) Where a foundation is erected on filled ground, peat or sensitive clay, the footing sizes shall be designed in
conformance with Section 4.2.

9.15.3.2. Support of Footings
(1) Footings shall rest on undisturbed soil, rock or compacted granular fill.
(2) Granular fill shall not contain pyritic material in a concentration that would adversely affect its stability or the
performance of assemblies separating dissimilar environments.

Is "granular fill" in 9.15.3.2.(1) considered "filled ground" in 9.15.1.1.(3)?
 
Correct. Any foundations on disturbed soils would require a geotechnical engineer to review and approve the soils in accordance with Part 4.
