Grounding Electrode Not Required?

I have a single phase panel with two 30/2 breakers feeding two clothes dryers. This is repeated ten times. There are ten 100/A circuits from a distribution panel feeding these panels. None of the ten panels have grounding electrode conductors nor grounding electrodes. This installation was passed by an inspector. I'm trying to figure out what section of the Code might allow the elemination of the GEC and electrodes at these ten panels. Any ideas? TIA
 
If the panels are all in the same building then no grounding electrode is required however if they are at different structures then the electrode must be installed.

I am assuming you are not talking about a equipment grounding conductor which is a different animal.
