Do you agree with the following interpretation and summary of this important section?
  • Definition and Scope of Group E Occupancies:
    • Group E occupancy primarily involves buildings or parts thereof used by six or more persons at any one time for educational purposes up through the 12th grade.
    • This classification is designated for facilities where the primary function is the education of children and youths, ensuring specific safety and structural standards to accommodate their needs.
  • Life Safety Considerations:
    • The life safety risks in Group E occupancies vary depending on the facility's composition and the occupants' ages. Children, requiring more safety measures, are a focal point of these regulations.
    • It is crucial that these environments are equipped to provide heightened safeguards due to the less mature nature of the occupants.
  • Occupancy Count and Age Limitations:
    • A facility becomes classified under Group E when it is occupied by more than five persons for educational purposes, not including children aged 2.5 years or less.
    • Specific rules apply for children under 2.5 years, typically leading to different classification or additional requirements.
  • Mixed Occupancy Considerations:
    • Educational facilities often include spaces such as cafeterias, gymnasiums, auditoriums, libraries, and offices which may fall under various occupancy groups like A-1, A-2, A-3, B, and S-1.
    • Buildings with mixed-use spaces are subject to the provisions of Section 508, which addresses the requirements for mixed occupancy buildings.
    • Assembly spaces (e.g., gymnasiums and auditoriums) used for school purposes can remain classified under Group E if they are ancillary to the educational operations and exclusively used by the facility's students and staff.
  • Exclusions from Group E:
    • Facilities used for educating individuals beyond the 12th grade level are classified under Group B, which is typically for adult education where occupants do not require the same level of supervision and safety measures in emergencies.
  • Religious Educational Spaces:
    • Educational rooms and auditoriums within places of religious worship, with an occupant load of less than 100, are classified as Group A-3 occupancies, per Section 303.1.4.
    • These spaces, when used exclusively for religious education or auditorium purposes, are not considered separate occupancies from the primary religious use unless used differently at certain times, which would then require compliance with applicable occupancy requirements.

Assembly spaces (e.g., gymnasiums and auditoriums) used for school purposes can remain classified under Group E if they are ancillary to the educational operations and exclusively used by the facility's students and staff.
I'd say that one is overlooked a lot. Many of the high school theatres I've worked on are used as community performing arts centers, meeting rooms for local businesses even during school hours, and rented by groups for worship use, though not during school. Are those uses, even the weekly Sunday morning ones, incidental?

I will concede I don't know how much it would change the construction, if any, but clearly not "exclusively used by the facility's students and staff."
