A client ordered a mechanical access platform, paid for it, and now regrets it as the equipment supplier has issues with it. Since the platform is bought and paid for, it will still be installed. The platform is 34 ft above the floor below, so guardrail is required.

The guardrail is the typical 1-1/2" pipe and we said it could be changed to cable provided it meets all the load and deflection requirements.

1. If the permanent ladder access to the platform is removed, is guardrail still required? I think the answer is yes.

2. Can a harness and tether (fall restraint) system be used in place of the guardrail, whether there is a permanent ladder installed or a manlift is used to access the platform?

From a practical petspective ... I would be concerned with no handrail. Even with a fall restraint system, that takes a conscious effort to use it whereas the railing is always in place.
 
Code references "equipment platform" without mention of a ladder. Fall restraint is required for the occupant of a manlift so it would make sense to have an anchor for a restraint at the equipment as well. I doubt that the cable system would be appropriate. Workmen could mistakenly use the cable as an attachment point for a fall restraint device.


California Building Code:
505.3.3 Guards. Equipment platforms shall have guards where required by Section 1015.2.

1015.2 Where required. Guards shall be located along open-sided walking surfaces, including mezzanines, equipment platforms, aisles, stairs, ramps and landings that are located more than 30 inches measured vertically to the floor or grade below at any point within 36 inches horizontally to the edge of the open side. Guards shall be adequate in strength and attachment in accordance with Section 1607.8.

If you provide a fixed ladder, the ladder will need a fall restraint system and a intermediate landing because it's going 34. ladder cage is no longer acceptable.
