IBC 1015.2 exception 5. "At elevated walking surfaces appurtenant to stages and platforms for access to and utilization of special lighting or equipment." Does the commentary have anything that would lead you to believe this includes a camera platform? I have a customer who is concerned a rail toward a softball field will interfere with the camera. The platform is to be on the dugout roof.
 
You need to tell him that you sorry about it but it needs railings! As long as the location location is such that fall protection needs to be required having a camera on it doesn't negate that fact. Unless he wants to worry fall protection harness and lanyard appropriately connected the platform needs railings. If you look at any of the camera positions for major sporting events any of those that are in a elevated location have railings around them.

Tell them to get a taller tripod if the railing gets in the way.
 
We run into this all the time on roofs of Score booths at the top of bleachers. Access to roof is usually not accessible either.
