H-3 Occupancy - Class 1 Flammables Basement - 5704.3.7 Liquid Storage Rooms - Flammable Storage Cabinets

Per section 5704.3.7.2 Quantities and Arrangement of Storage.
The quantities and storage arrangements of different classes of Flammables are are governed by tables 5704.3.6.3(2) and 5704.3.6.3(3).
These tables note that storage of Class 1A, 1B, and 1C flammable liquids are not allowed in basements.
Table 5704.3.6.3(2) addresses storage arrangements for palletized or solid pile storage and table 5704.3.6.3(3) addresses storage arrangements for rack storage.

Are there limitations on storing Class 1 Flammables in an H-3 occupancy if all containers are stored within a flammable storage cabinet?
Is storage of containers within a flammable storage cabinet considered solid-pile storage?
I'm assuming that storage of a 55 gallon class 1 flammables in a basement (H-3) are not acceptable based on table 5704.3.6.3(2).

Tables 5704.3.6.3(2) and 5704.3.6.3(3) does not specifically address storage within approved storage cabinets only palletized, solid pile storage, and rack storage.

Can you have smaller containers stored in flammable storage cabinets within a basement within a liquid storage room?
