Handrail Protrusions

I have a question regarding the handrail on a commercial project. Specifically the code IBC 1014.8 Projections. Assuming in the attached PDF that the required path of egress is 48", you will see the handrail does not protrude into the required width, but it does protrude into the walking surface more than the allowable 4-1/2". What would the interpretation of this code be in this situation?

The protrusion is OK as long as you maintain the required clear width and the return is below the 27" cane detection height.
