Location in visitation area of prison. Area will have both inmates and visitors in the same room similar to a meeting room. The will not be any type of separation or visitation booths.

Restrooms for ADA compliance are going to be provided. Single fixture restrooms that require privacy hardware.

Past problems with inside locking hardware for rooms would be the person inside would lock themselves in and not come out, hold down the locking button or thumb turn. Staff cannot open the restroom when it is manually held in the locking position from the inside.

Present hardware function is keyed operated on both sides. The visitor or inmate will not have a key but a guard will.

When restrooms are locked after visitation the restrooms cannot be egress from if someone is left inside the restroom.

Would the visitation area be considered Institutional restrained thus allowing guard control of the hardware?

I too would consider your application to be restrained ( see Section 308.4.5 - "Condition 5" in the `06 IBC ).
