Help! Minimum projection Panic for 48" x 1 3/4" door

CFC 2019 requires 44" min. clr width at 90 degrees, face 0f hardware to face of door, full height for I-2 hospital
even with layback hinge can this be done without inset panic bars? They don't buy ADA if above 34-80".
Frame has 5/8" stops, need > 2 7/8" projection
