Holes in the wrong places

This is a service upgrade. The new enclosure is a surface mount. The enclosure is placed over a hole in the wall where the previous recessed panel was located. Holes were drilled behind the bus bar and NMC enters the enclosure behind the bus bar.

I included this picture because I've never seen this before either. I told the contractor that he must bond the cable armor and he pointed to the lug and said, "I did."
