Homeless Shelter Occupancy

Hello - Would a homeless shelter be considered R-1 occupancy classification (using 2015 IBC)? I have a project to renovate an existing commercial building into a homeless shelter.
I'm running into a problem with the plumbing code since the Chapter 4 requires fixtures per sleeping unit for R-1, but this facility has bunks spread out in large rooms. The sleeping unit requirement seems more geared towards hotels and motels.

Also wondering where I can find whether or not triple bunks are allowed. I think this is probably local ordinance, not code, but I'm not finding anything for this particular municipality (Lansing, Michigan). Thanks in advance.
 
In the 2018 IBC/IPC, the occupancy groups were removed from Table 2902.1. Thus, the classification (i.e., "Residential" in this case) and the description are only used to determine which fixture ratios apply to a project. Thus, I would ignore the "Occupancy" column and use the "Dormitories" row under the "Description" column.
