hopefully easy question - locker room occupancy

I'm calculating the occupancy a locker room as part of a school project. The locker room is 620 square feet and contains 50 lockers. do i use "locker room" use per table 1004.5 which uses 50 gross sqft per occupant or do i use actual locker count. if i use the area calc i get 13 people vs. the 50 locker count. logic says i should use the larger number but i'm not sure how the code interprets it.
 
Use the occupant load factor in Table 1004.5. The IBC recognizes that not all 50 lockers will be used at the same time.
thank you! would you include the adjacent restrooms & showers in the area or just the locker area itself? I guess i'm not sure how to interpret the "gross" area requirement versus "net".
