Is there a requirement in building code or any other standards for how long the backup power supply in a hospital in Canada or Ontario has to be?

Yes. It depends on whether the building is classified as a "high building" (3.2.6) - if so, 2h. 1 hour otherwise.

It is not likely that the Building Code will be the most substantial requirement. I'm not totally sure given this is Canada. However, in the US, the requirement for backup power would likely be something out of the Health Department and be a condition of licensing.
