Hot on left

Currently under the 2003 IRC and can not find where there is a requirement that hot water supply be provided to the left hand side of a fixture. Am I missing something? Is there a requirement that regulates this? I know the UPC states that faucets and diverts shall be installed so the flow of hot water corresponds to the left hand side. (416.0, 1997 Edition)

2003 IRC "P2722.2 Hot water. Fixture fittings, faucets and diverters shall

be installed and adjusted so that the flow of hot water from the

fittings corresponds to the left-hand side of the fitting."
