How do you like this water fountain?

Why would someone go to so much extra work to make it noncompliant? Probably voided the manufacturer's warranty, too.

What do you think they were trying to accomplish?

ICC/ANSI A117.1 09

602.2 Clear Floor Space. A clear floor space complying with Section 305, positioned for a forward approach to the drinking fountain, shall be provided. Knee and toe space complying with Section 306 shall be provided. The clear floor space shall be centered on the drinking fountain.

EXCEPTIONS:

1. Drinking fountains for standing persons.

2. Drinking fountains primarily for children's use shall be permitted where the spout outlet is 30 inches (760 mm) maximum above the floor, a parallel approach complying with Section 305 is provided and the clear floor space is centered on the drinking fountain.

These barriers are required to comply with section 307.2 of ANSI A117.1-2003 protruding objects--If leading edge is over 27 inchs above the floor then need something there for cane detection.

But for the low water cooler this is a violation of section 303.3.3 of ANSI A117.1-2003 gives a minimum height above the floor for knee clearance of 37 inches.

Under 37 inches is a violation one section and over 37 inches violate another.

Same requirements in 2010 ADA--Ohboy I can sue either way.

Wing walls are the better solution to keep the blind from bumbling into the water coolers
 
The black C-channel is attached by 4 sheet metal screws directly into the metal face of the fountain. I don't think that it will be there for long. I would be willing to bet that someone on staff did this not fully realizing what they were doing.

Reminds me of a project where the architect specified these rails similar except they were wall mounted. They were setup so someone that was blind and with a cane would find them with the cane before hitting the DF because of the protrusion limits requirements in ADA.

Ya we blew it on the wing walls on this one. We are far from perfect.
