How to model a DES plant in the IEEC 2021 reference model?

Hello everyone,
I am working on a project for a university library, which is connected to the campus district energy system (chilled water and steam).
The IECC 2021 specifies that:

Chilled water: For systems using purchased chilled water, the chillers are not explicitly modeled and chilled water costs shall be based as determined in
Sections C407.2 and C407.4.2
and
Fossil fuel boiler: For systems using purchased hot water or steam, the boilers are not explicitly modeled and hot water or steam costs shall be based on
actual utility rates.

In this case, I am modeling the reference model with District Cooling and District Heating (steam) as well as the proposed model. My question is: Can savings in IEEC be demonstrated using a DES plant? In other words, should I model the costs as equal for chilled water and steam?
