My house was built in 1969 and has not been damaged by any hurricane that came through the area since it was built about 55 years ago. This is a clamshell-style shutter. My windows were installed by the previous owner about 15 years ago. They met the Miami-Dade requirements for hurricane pressures but are not impact-resistant, hence the need to keep the original shutters. The shutters are not recognized by any of the insurance companies because they were manufactured before they tested and created NOAs (Notice of Acceptance), so all of my neighbors and I still get hammered by our insurance company. I am pretty sure that 55 years of success should count for something.
