Hydrogen producing facility

We have a university professor here who has started a hydro-plant, at this plant he will produce, store and pump hydro fuel for future university vehicles. I arrived there to confirm bonding of all ext., i.e., pumps, bldg, etc. The bldg being used is a tnt conex, I noticed that the conex had been modified w/ a hole cut through the roof to accomodate the float on the hydro tank, a new wall separating the pump room and the elec controls and a new door cut to access the elec room, all not on the plans, this was about a month ago and still have yet to recieve any plan changes, does any-one have any experience w/ this type of facility, requirements, etc., any input would be appreciated. Bill

There’s too much that can go wrong and the consequences can be catastrophic. Have it all engineered and plan checked by someone who deals with this type of thing all of the time.

Vehicular Fuel Systems Code

2006 Edition

This code shall apply to the design, installation, operation, and maintenance of compressed hydrogen (GH2), liquefied compressed hydrogen (LH2), and blends of hydrogen up to 20 percent with the balance natural gas (NG) vehicle fueling (dispensing) systems and engine fuel systems and facilities.

9.2.2.3 All dispensing and storage facilities shall be certified as meeting the requirements of this document by qualified engineer(s) with expertise and competence in the design, fabrication, and construction of hydrogen containers, cryogenic equipment, piping systems, site fire protection and gaseous detection, emergency shutdown provisions, isolation, drainage, site spacing, fire protection equipment, safe operating procedures, worker safety, and other components of the facility.

9.2.16* A hazard analysis shall be conducted on every hydrogen fueling system installation by a qualified engineer(s) with proven expertise in hydrogen fueling systems and installations.

9.3.2.5 The requirements in 9.3.2.4 shall be certified by a qualified engineer with expertise in fire protection safety, hydrogen gaseous fuel, and gaseous detection systems.

14.2.3.5.3.2 All hydrogen refueling station sites shall have a complete HAZOP or process safety analysis prior to dispensing fuel.

How do you currently regulate other laboratory work at the university?

I recommend a similar approach.

What Batwood said.... we have a hydrogen fueling station as part of a regular gasoline fueling station going in real soon here.......

Sorry for the late response, got sick a couple days. As I was out we did recieve a revised set of prints that have been reviewed and it seems as though every-thing is a-ok. Our engineer/plan reviewer is probably the most intelligent person I have ever met, and IMHO if he approved this set, I truly believe it is ok. We'll see if all is as approved set shows at inspection time, thanks for all your replies, we all could be seeing this in the near future, thanks again, Bill

Ok, I need to edit the last post, seems they put everything on the plans except for the hole in the roof, claiming there is no hole in the roof, sounds fishy huh.

Technical report? please explain cause this is getting better and better, why would not the arcitect go and look at the place before he sends us a set of prints to look at? No hole in the roof my ars!

nice to use if you have not seen a particular application or if there is a block wall bewteen the ahj and design person::

You can designate a mutual agreeable person/ firm and then review thier report.

If you do it make sure you specify what you are trying to get form them, such as review of plane, code relate recommendtaions/ requirements, etc.

104.7.2 Technical assistance. To determine the acceptability

of technologies, processes, products, facilities, materials

and uses attending the design, operation or use of a building

or premises subject to inspection by the fire code official, the

fire code official is authorized to require the owner or agent

to provide, without charge to the jurisdiction, a technical

opinion and report. The opinion and report shall be prepared

by a qualified engineer, specialist, laboratory or fire safety

specialty organization acceptable to the fire code official

and shall analyze the fire safety properties of the design, operation

or use of the building or premises and the facilities

and appurtenances situated thereon, to recommend necessary

changes. The fire code official is authorized to require
