IBC 2015 vs NFPA 101 2015 - Unenclosed Exit Access Stairs

We are renovating an existing 2 story library (no change in use or occupancy) with a couple very small additions to relocate the main public entry. Our jurisdiction lists both the IBC and NFPA 101 as applicable codes. Based on area and height limitations, as well as existing construction, we are considering this building type IIB construction. Per section 712.1.9 1006.3, and 1019.3 in IBC 2015 it is my understanding our two floor building can have an unprotected openings (one opening only connects two stories) and emergency egress access to an exit can pass through one adjacent story which means our required stairs from the Second Floor can be open exit access stairs provided we meet travel distance requirements, separation, etc. I am looking to see what NFPA 101 says about these same conditions and not finding similar provisions. Am I missing any sections where NFPA 101 addresses exit access stairs in assembly occupancy (library use) and or could section 8.6.6 "Communicating Space" be applied with the understanding one means of egress is provided via an open exit access stair part of the communicating space and the other is an open exit access stair that is not part of the communicating space to avoid traversing per item 7? Any feedback on how these codes might better align on this regard would be much appreciated.
