IBC 3002.7 vs 3006.2

Scenario: 3-Story DLT office building, fully sprinklered. Per 3006.2, elevator openings would NOT need to be protected since not more than 3 stories and fully sprinklered.
Issue: Elevator shaft opens inside the rated shaft of an exit stair. Per 3002.7, Elevators shall not be in a common shaft enclosure with a stairway.
Question: Do the elevator doors need to have smoke curtains/doors on them to protect the stairs from smoke?
(Building was approved for permit showing no protection, and building inspector was shown plans on-site and said "No protection needed". No vertical construction started)

I disagree and feel that 3002.7 overrides 3006.2 because of the common shaft, even though the building is not more than 3 stories and is fully sprinklered.
It would be great if I am wrong, but I don't want to be right the further construction progresses.
