Does the mental illness webinar address the occupants or the inspectors?

The AHJ where I worked had a department called the Rehabilitation Department. That department dealt with dead cars in front yards, overgrown vegetation etc. I would get people calling my office looking for the Rehab Dept. so I would provide the phone number to Rehab with this bit of advice, "When you call speak slowly, softly, and try to not be excited." The person would wonder about all of that and ask why to which I would say, "Those folks are in rehab."
