ICC Type A Units- Rooms requiring turning space.... Laundry

Am I interpreting the code correctly in that a laundry room would require a turning space in addition to the clear floor spaces required at the W/D?
1103.3.2 Turning Space- "ALL rooms served by an accessible route shall provide a turning space." There are exceptions but none seem to apply (closets, pantries, toilet rooms).
So, since a laundry room is a room (and it must be served by an accessible route) then seems to me the answer to this question is yes. Correct?
 
A side note. It appears to me that for maximum flexibility with clear floor spaces at the front of a W/D that using front load units offer the most options. Thinking that it would be much easier to have a W/D combo in an appliance depth closet (vs an actual laundry room) with the front loads. Either that or have the W/D exposed in the "kitchen". In the case above it may be what I need to do if turning space is required because can't expand the laundry room to gain the clearance.
Then there is the technicality that IF the W/D combo is IN the kitchen, whether or not they are in a closet, that they would be considered a part of the kitchen and therefor not technically require the turning space period..... Only a turning space in the kitchen per se.
 
Anyone have a particular approach to the room vs closet vs exposed approaches to including washer and dryer in a type A unit?
 
Front-loading machines behind a pair of doors, facing a circulation path or the kitchen, is probably the best bet. I do think if there is enough depth for a wheelchair to enter the room, space to turn around must be provided.
