i think the plumber is on his game here. He turned the shutoffs off to make it obvious to the drywallers that they had to slot out the drywall for the handles. if they turned the handles to install the drywall without the slot they would have got soaked by the water pipes without the end caps soldered on, genius!

If that isn't the plumbing and drywall work of a homeowner and a "pro" did it.... homeowner be very scared.
