IEBC 407.1 - is there a published hierarchy of risk in occupancies?

IEBC 407.1 says that the AHJ may approved a change in occupancy without having to conform to all code requirements "provided the new or proposed use is less hazardous, based on life and fire risk, than the existing use".

I know inherently that some uses have more risk than others, based on hazardous materials, or occupants asleep or incapable of self-preservation, etc. But is there any actual published list (that would be accepted to most in our industry) that ranks occupancy and use classifications according to their relative life and fire risk?
 
Although not applicable to that section, I would use Tables 1011.4 and 1011.5 (2018 IEBC) as a guide for making such a determination.
