IEBC 407.1 says that the AHJ may approved a change in occupancy without having to conform to all code requirements "provided the new or proposed use is less hazardous, based on life and fire risk, than the existing use".
I know inherently that some uses have more risk than others, based on hazardous materials, or occupants asleep or incapable of self-preservation, etc. But is there any actual published list (that would be accepted to most in our industry) that ranks occupancy and use classifications according to their relative life and fire risk?
