IECC C402.4.2 skylights question

Hello,

Trying to make a little sense of section C402.4.2. Specifically, are the provisions regarding the toplit daylight zone of 3% and the skylight effective aperture of 1% referring to the *total building* daylight zone and/or the *total building* skylight area, or to the daylight zones/skylight area of *individual* skylights? Or both?
