Can the structural rating be reduced to "ZERO" rating with A sprinkler system installed ?

Not for the exterior walls ? 2 story steel framed structure, small rehab hospital.
 
No.

If you reduce the rating of the structural frame, you then have type II-B construction, not type II-A. There are no footnotes to IBC Table 601 that allow for de-rating the structural frame if you provide sprinklers.
