IIA rated roof? IBC 601

This just doesn't sit well with me. Does what I would call membrane protection (assembly above) satisfy the requirements to have the roof structure rated? Seems like you could have a fire in the attic that would render the protection useless but I suppose we are protecting the roof from the hazard inside the building....

It's protecting the roof structure from a fire exposure within the building and not within the attic.

Thanks Ron, I don' know why, but it scares me a lot more with light framing (metal or wood) where there is an attic vs. just a small diaphragm type assembly....Just feels wrong...
