San Francisco Building Department admits to 60,000, is Oakland Building Department doing anything about these boxes? Apparently not, I guess all they care about is crippled people getting into swimming pools in fancy hotels.
Fly over the area, 99% of it is vacant land but the government owns most of it and the environmentalists won't let us build on it, if we could regulations would drive the costs through the roof.
