Include Basement in Compartmentation Calc?

2009 IBC

Building constructed in 1890 undergoing a change of occupancy. The basement has 7' of headroom clearance, which is less than the required 7'-6" for means of egress. Is the basement considered a story?

Section 3412.6.3: Compartmentation - There is no horizontal separation between this basement and the first floor. Do I include this basement floor area when calcluating the compartment size or omit it since it is not occupiable?

Yes you include it since you do not have a 2 hour seperation as required by 3412.6.3.2

Evaluate the compartments created by fire barriers or horizontal assemblies which comply with Sections 3412.6.3.1 and 3412.6.3.2

Your means of egress valuation is 3412.6.11 which does not require a minimum ceiling height in the means of egress to be considered in the valuation. Is the basement a story I don't know but it is part of the fire compartment area of the floor above
